Job Title: Program Manager II

DESCRIPTION:
LTS is currently seeking a Program Manager I to support a federal client in the DC/MD/VA area with the development and acquisition of pharmaceutical and biological products (drugs, vaccines, diagnostics, devices and blood products).
DUTIES AND RESPONSIBILITES:
- Provide daily support with regards to management of programs to senior staff, meeting planning, participate in meetings and capture meeting minutes.
- Maintain project file both paper and electronic versions, prepare briefings for senior management.
- Develop life cycle cost analyze, and forecast programs and projects.
- Oversee earned value management, track program performance against project plan and Gantt chart.
- Establish risk mitigation plans and remediation plans when partners/contractors are behind schedule
- Review documents submitted by government laboratories and industry partners/contractors, assist in preparing and reviewing Statements of Work (SOW)/Statement of Objectives (SOOs)/Performance Work Statements (PWS).
- Prepare acquisition plans and work with government staff to write requirements documents.
EDUCATION:
- Minimum of a Bachelor’s degree(Master’s or PhD preferred) in a scientific field.
- Program Management Professional (PMP) Certification Preferred.
EXPERIENCE:
- Minimum of 10+ yrs industry experience in the biodefense and/or product development filed (experience with multi-million dollar programs/contracts a plus).
- Experience with FDA regulatory pathways for licensure or approval of products and knowledge of the animal rule.
- Experience in strategic planning, drug development cost modeling, and program/portfolio management.
- Excellent people skills, with a team-oriented leadership approach.
- Experience working in HHS and/or DoD environments a plus.
